1GENERAL INFORMATION
The Film Award is the principal system-forming event of the Eurasian Academy of Cinematographic Arts (hereinafter referred to as the “Academy”). The presentation of the Film Award is aimed at supporting, developing, and popularizing cinematography, and at stimulating an increase in the production of high-quality and meaningful films conveying Eurasian, national, and other universal spiritual and moral values shared by all peoples and reinforcing the role of the spiritual and cultural foundation in shaping public consciousness.
1.1. Objectives of the Film Award:
- ✦1.1.1. Development and promotion of national film markets, which will contribute to fostering traditional spiritual and moral values among young people, and respect for the history, traditions, and culture of the countries represented in the Eurasian Academy of Cinematographic Arts;
- ✦1.1.2. Uniting and strengthening the positions of countries within a joint, large-scale creative and ideological project based on shared traditional values and mutually beneficial cooperation;
- ✦1.1.3. Supporting cinematographic organizations and film production companies;
- ✦1.1.4. Developing a system of cooperation and comprehensive contacts with international organizations operating in the field of cinematography.
1.2. The Film Award is organized by the Academy's Organizing Committee – the All-Russian public organization “Russian Culture Foundation”, with the support of the Ministry of Culture of the Russian Federation.
1.3. The Film Award is conferred in the following categories:
- ✦1.3.1. Best Film;
- ✦1.3.2. Best Director;
- ✦1.3.3. Best Writer;
- ✦1.3.4. Best Cinematographer;
- ✦1.3.5. Best Composer;
- ✦1.3.6. Best Actor;
- ✦1.3.7. Best Actress;
- ✦1.3.8. Best Supporting Actor;
- ✦1.3.9. Best Supporting Actress;
- ✦1.3.10. Best Production Designer;
- ✦1.3.11. Best Non-Eurasian Film;
- ✦1.3.12. Outstanding Contribution to Cinema.
1.4. Applications (films) submitted for the Film Award are evaluated by the members of the Expert Council, which is composed of recognized specialists from the country hosting the Film Award in the relevant year, possessing the requisite specialized knowledge, experience, and qualifications.
1.5. The list of the Expert Council, both in terms of its functions and its numerical and personal composition, is formed by the Academy's Organizing Committee and approved by the Chairman of the Academy. The number of members of the Expert Council must be an odd number.
1.6. The Academy's Organizing Committee determines the deadlines for the submission of applications, the conduct of the selection process, and the date of the Film Award ceremony.
1.7. Selected and nominated films must conform to Eurasian values, understood as the totality of norms, rules, and principles based on the firm tenet of the priority of the spiritual over the material, namely: adherence to traditional values and order, family foundations, respect for the older generation, modesty, reverence for religious and moral traditions, care for others, social justice, sovereignty, patriotism, altruism and creative work for the benefit of the majority, peace, goodness, love, humanity, and good-neighborly relations.
2GENERAL TERMS AND CONDITIONS
2.1. Films may be proposed for the Film Award by members of the Eurasian Academy of Cinematographic Arts who have confirmed their accession to the Eurasian Academy of Cinematographic Arts.
2.2. For the purposes of selecting films for the Film Award, members of the Eurasian Academy of Cinematographic Arts must submit materials for each candidate film in accordance with Section 3 of these Regulations. The Film Award's Organizing Committee shall have the right to clarify and/or request additional information regarding an application. Where it is established that inaccurate information has been provided and/or that a film does not comply with the objectives of the Film Award, the Organizing Committee shall be entitled to reject the application.
2.3. The submission of a film for the Film Award shall constitute unconditional agreement with the rules governing the Film Award, as well as consent to the submission and posting of the film on the Film Award's platforms.
2.4. The copyright holders/producers of films selected, nominated, and/or awarded a prize in any category agree to use the Film Award logo in all future promotional campaigns, for example, on posters and other promotional materials relating to the film.
2.5. Each nominee shall receive an invitation to attend the Film Award ceremony.
2.6. The winners shall be announced during the Film Award ceremony.
2.7. Each winner in a category shall receive a certificate, a statuette (no more than one per category), and a cash prize in the equivalent amount determined by these Regulations.
3APPLICATION PROCEDURE AND VOTING
3.1. Eligible for participation are full-length fiction (feature) films released in theatrical distribution in their country of production no earlier than one year prior to June 1 of the year in which the Film Award is held, and which comply with the criteria set out in Section 1 of these Regulations.
3.2. Each member of the Eurasian Academy of Cinematographic Arts shall submit to the Film Award's Organizing Committee an application comprising no more than three films for recommendation for the Film Award.
3.3. For the purposes of the evaluation by the Expert Council, the following materials must be obtained for each candidate film:
- ✦3.3.1. The film in mp4 format;
- ✦3.3.2. Dialogue lists in the original language;
- ✦3.3.3. English subtitles in srt format;
- ✦3.3.4. A trailer and/or a clip from the film (running time of up to three minutes);
- ✦3.3.5. Information about the film, including a list of creators, year of production, country(ies) of production, annotation, synopsis, film stills, poster, and press kit;
- ✦3.3.6. A licensing agreement for the use of the film, signed by the film's copyright holder, in the form constituting an integral annex to these Regulations.
3.4. Following the evaluation by the Expert Council, the nominees for the Film Award shall be determined – three in each category. The full list of nominees shall be published on the Film Award's website.
3.5. For the purpose of best promoting the nominated films, the Film Award's Organizing Committee shall be entitled to arrange theatrical screenings of the nominated films in the country hosting the Film Award prior to the formal award ceremony. For the purpose of conducting public screenings within the territory of the Russian Federation, nominees must submit to the Organizing Committee the materials that will be communicated separately following the publication of the list of nominees on the Film Award's official website.
3.6. Information on the winners in each category shall be sealed in envelopes and kept until they are opened to announce the winners at the formal ceremony.
4GUESTS AND NOMINEES OF THE FILM AWARD
4.1. Questions relating to the invitation of nominees and guests, and the timing and conditions of their stay at the Film Award, shall be decided by the Film Award's Organizing Committee.
5FINAL PROVISIONS
5.1. Participation in the Film Award presupposes compliance with all provisions of these Regulations. In the event of any dispute concerning these Regulations, the Russian-language text of these Regulations shall prevail.
5.2. The Film Award's Organizing Committee reserves the right to decide on any matters not provided for in these Regulations.
